"He was outside for an hour and the second he came back inside he peed on the carpet!" Does this sentence sound too familiar? If so, let's see what you can do about it.
First of all, if you didn't accompany him outside, don't assume that he has eliminated. As I've told you before, puppies get distracted with all the new things they want to explore so eliminating is the last thing on their mind. You have to go outside with your puppy and more importantly you must keep him on leash in his elimination zone until he does what he's supposed to. If you do that, this situation will never occur again.
If you were with him for the whole time and he didn't eliminate, put him in his crate and try again 15 minutes later.
