Use A Gentle Leader

If your dog is a chronic leash-puller, review your choice of training collar immediately. If you notice a nagging cough, it's because your dog is choking, and the only thing he's learning is that being near you is asphyxiating. In this case, a "correction collar" is not the appropriate choice. Consider the Gentle Leader (see photo), which dramatically reduces your dog's resistance and can condition him over time to stop pulling you. The other options are a Good Dog collar, which gives your dog the sensation of a scruff shake with little effort of resistance from you, or a no-pull harness, which restricts his muscles' ability to lurch.
